The CAEAR Foundation (CF) offers training in fiscal management for organizational leaders and non financial managers at Ryan White Program funded grantees agencies; specifically, Part A and Part B sub-grantees, Part C grantees and sub-grantees, and Part D grantees and sub-grantees.
This training is provided through a creative approach using adult learning principles and skills building called Learning Communities. Adult Learning Principles includes more than one face-to-face training or TA opportunity, builds upon the strengths of a community as a way to identify and address challenges, is provided to similarly situated organizations, and includes experiential learning activities.
How does my city/region apply for the CLT trainings?
Cities or regions interested in collaborating with CF to bring the CLT trainings to their area should download and complete the CLT partnership application. Applications should be completed by the proposed partner typically a Ryan White Administrator.
Completed applications can be submitted by email or fax. Please email completed applications to Shar’ron Walker, Training Manager at sharron@caear.org or you may fax the completed application to 202-232-6750.
What does the training package include?
Each series of CLT trainings includes:
- Two (2), two (2)-day face-to-face trainings;
- One (1) 90-minute training using web-based technology;
- A tailored curriculum for each topic area presented;
- USB drives with relevant resources, practical tools and templates;
- An opportunity to learn from experts in the field about relevant organizational development and fiscal management approaches; and
- Support for participant meals and training space.
Where are the trainings provided?
Each year, trainings are provided to two to three cities or regions in the United States through an application process. Outreach for the 2009-2010 year is currently taking place for communities that identify a need for group training fiscal management and demonstrate a committed interest from at least 15-20 organizations receiving Ryan White Program funding.
Who will be selected?
Working with local stakeholders completing the partnership application, the CAEAR Foundation will identify, assess, and select recipients within the selected area to receive training and technical assistance based on several factors. These factors include: reported need for assistance, cross-title representation, populations served, HIV-related services provided, and a stated commitment to actively participating in the CLT series of trainings.
What fiscal management content areas can the Learning Communities cover?
The first CLT training uses a standard curriculum with modules on the fundamentals of financial management, federal grant compliance, budget development and accountability. Content for the second training is selected based on an assessment of the fiscal training and TA needs of the participating community of organizations. This training is offered free-of-charge to participants through a cooperative agreement with the Division of Training and Technical Assistance in the HIV/AIDS Bureau (HAB) of the Health Resources and Services Administration (HRSA).
