Beyond 2013: The Future of the Ryan White HIV/AIDS Program

The Ryan White HIV/AIDS Program legislation now in effect authorizes appropriations for the program through 2013. In spring 2012, the U.S. Department of Health and Human Services solicited comments about the reauthorization of the legislation.

CAEAR Coalition submitted comments to HHS outlining core principles for the future of the Ryan White Program and joined many of its national partners in signing on to the comments of the Ryan White Working Group of the Federal AIDS Policy Partnership.

CAEAR Coalition Urges HRSA to Allow Certain Rent and Utilties Costs as Direct Service Expenses(4/23/12)

CAEAR Coalition sent a letter to HRSA Administrator Mary Wakefield to express deepening concern regarding the implementation of the HIV/AIDS Bureau's "Ryan White HIV/AIDS National Monitoring Standards" for Part A and Part B grantees, specifically the requirement that rent and utilities costs dedicated to the delivery of a specific service are to be considered overhead expenses charged to the 10% administrative cap. This significant shift in HRSA policy is having a detrimental impact in the field and threatens to diminish both the availability of services and the diversity of providers in some Part A jurisdictions.

Prior to sending the letter, CAEAR Coalition conducted a survey of Part A grantees to determine the impact on the ground and found that 70% of those who responded reported that the change in policy has been a burden for Part A subgrantees and/or negatively impacted service delivery in the jurisdiction.

HRSA Rescinds Policy Limiting Short-Term and Emergency Housing Assistance (2/10/10)

In March 2008, HRSA imposed a 24-month cumulative cap on short-term and emergency housing assistance provided through the Ryan White Program. On February 10, 2010, HRSA's Administrator announced a comprehensive review of the Housing Policy and rescinded the policy effective immediately. Read the Federal Register notice here.
