HIV/AIDS Bureau Program Letters on PrEP and ADAP as TrOOP

The HRSA HIV/AIDS Bureau recently issued two new program letters for Ryan White Program Grantees.

Beginning January 1, 2011 AIDS Drug Assistance Programs (ADAPs) copayments, premium assistance, deductibles, and co-insurance paid by ADAP will count towards True Out-of-Pocket (TrOOP) expenses for ADAP-eligible/Medicare Part D-eligible clients. Download the letter.

A recent NIH study found that use of a pill with the two antiretroviral drugs can help prevent HIV infection (pre-exposure prophylaxis or PrEP). Ryan White HIV/AIDS Program funds cannot pay for PrEP as the person using PrEP is not HIV infected and therefore not eligible for Ryan White HIV/AIDS Program-funded medication. However, grantees are encouraged to share information on the study results with their medical providers so they are aware of the results and limitations of the study. Download the letter.

HRSA HIV/AIDS Bureau Funding Opportunity: Part C Capacity Development

The purpose of this grant program is to support eligible entities in their efforts to strengthen their organizational infrastructure and enhance their capacity to develop, enhance or expand high quality HIV primary health care services in (1) rural or (2) urban underserved areas and (3) communities of color. The applicant must propose capacity building activities that develop, enhance, or expand a comprehensive continuum of outpatient HIV primary care services in their community through the applicant agency. HRSA Rescinds Policy Limiting Short-Term and Emergency Housing Assistance (2/10/10)

In March 2008, HRSA imposed a 24-month cumulative cap on short-term and emergency housing assistance provided through the Ryan White Program. On February 10, 2010, HRSA's Administrator announced a comprehensive review of the Housing Policy and rescinded the policy effective immediately. Read the Federal Register notice here.
